bongers here. right now it's all about those trees. partly cloudy. again, there's a lot of cloud cover to the north and less to the south but we will have a lot of high clouds continuing to filter in here and that's going to be the theme here the next couple of days. everything's coming down out of the northwest and as you head south. cloudy to mostly cloudy. 40s and 50s on the temps. yesterday there was 37 now they're 49. 50 calastoga. bodaiga bay. we're waiting on the dynamics and that won't get here until probably thursday. until then a lot of clouds but still some mild conditions. 60s to 70s on the temps. all right, sal. what do you have hopefully nothing at 5:00. >> we do have slow traffic at the altman pass, steve.

we're going to start there and as we push in here you can see 205 and 580. a lot of red on the map. can you see how this whole area is going to be slow. so give yourself plenty of time. if you're driving into livermore after that. livermore to hayward doesn't look bad. it continues to be a nice looking commute. not a bad drive across the span. continuing all the way over to the peninsula. if you're continuing now we have a little bit of a window before things start getting heavy. if you look at the bay bridge there's not a lot going ton. at 5:01 let's go back to the desk. new this morning two people stabbed in downtown san jose. police responded to a report of an assault with a deadly weapon. when officers arrived on scene just after midnight. the victims were taken to the hospital. they are expected to survive. >> there's an ongoing

investigation right now as far as the crime scene with multiple scenes and so there will be multiple officers. >> police say the attacker was seen running away. investigators do not have a description of that person. attorney general jeff sessions says it is not the job of the federal government to oversee state and law enforcement agencies. he ordered a review of all police reform reviews and investigations currently under way at the justice department. sessions says local control is necessary for effective policing. this is a reversal of the policies of the obama administration which made local police department reform a priority from the use of deadly force to how officers deal with minority communities. president trump supreme court nominee crossed a very important hurdle yesterday but so do reporters who oppose him.

pittsburg. >> here in pittsburgh there is concern because they don't want to risk federal money. over a four year period the city of pittsburg has taken in $58.2 million in grants. other groups voicing concerns as well. >> we will cooperate with our friends at the federal level with serious and violent felons but we won't cooperate or luft a finger or spend a singer l cent when we're talking about separating single mothers from their children. >> if you take hostages to prevent an arrest and you're serving in our prison, this bill

shields you. >> now if pittsburg follows through this will follow other sanctuary policies like in san jose also in san francisco where federal and local state law enforcement are prevented from using their resources to investigate or arrest people for immigration violations. no formal vote is expected until april 17th. >> okay. it's going it take a little while. now the vote by the muni board of directors today would prohibit ads that quote concern a public issue. if approved the ban would take effect tomorrow. some of the ads support israel calling for an end to u.s. aid of islamic countries. there have alsz be ads by pro-palestinian groups. for years people have protested against these ads but in the

past muni has apologized. many other cities across the country have adopted restrictions to prohibit certain advertisement. today the san francisco board of supervisors will start considering a plan to open up safe injection sites. those are areas for people to inject drugs where there are also associate and help services offered. lon bonn reed wants a task force to consider the idea that's already being used in canada. that group would include a representative as well as workers and the city's police and homelessness and health departments. there are more than 20,000 people who inject drugs in san francisco. a meeting is scheduled tonight at the jefferson union board meeting. now the incident happened at tara nova high school in

pacifica. a female school administrator brought there son that codeine was being passed around campus. the woman made him remove his shirt. >> she then took off -- told him to take off his t-shirt and she put her hands like this and told him to spin around or turn around. so she laid her hands on my son. >> education code requires a second school employee to be present during student searches. now it's unclear if the administrator will face any discipline. the family believes their son was targeted because he's a pacific islander and other pacific islander families have told similar stories about the school. mountain view police are looking for more potential victims connected to a red wood city man accused of a number of

sex crimes. of an orchard supply hardware store. once in custody, police say yamagata confessed to have inappropriate relations with a teenage. yamagata was booked on multiple charges including indecent exposure, unlawful sex with a minor. at about 7405:45 last night oakland police. five people in the vehicle were taken to the hospital. they are all reported in stable condition. no word yet on the charges those five will face. russian investigators say they do believe a suicide bomber was behind the deadly attack on a subway in st. petersburg yesterday. it was a growing memorial to the

14 people who died in the attack. another 50 people were injured. a second bomb was found and diffused at another subway station. a second bomb was hidden in a fire extinguisher and was larger than the first. france is increasing security in paris after yesterday's explosion in russia. there is already a lot of security at some of the city's famous sites. as of right now french authorities won't elaborate on details. a news conference is scheduled today by people displaced by last week's deadly apartment fire in oakland. it killed #230u6789 people and forced more than 80 others out of their homes. it all started from a candle inside an apartment that apartment had no electricity. rebecca caplan is now asking for donations for the victims. if you would like to donate just

california is facing a hefty bill when it comes to the fixing

the damage and paying the bill. the most expensive project is in santa clara county where a 200-foot long section of highway 85 gave way. the replacement of pfeiffer canyon bridge and work on highway 17 are also on the list of costly repairs. on sunday fema announced that it's making more federal aid available to california counties. there's no word on how much of that money will be used. san jose mayor sam ricardo says it cannot be used where it's needed most right now. for that he says the city will have to rely on donations and fundraising. >> really to get the community back on its feet we've got to enlist the community to do that and we've had a lot of support so far but we're going to continue to ask for community

help. >> and that next appeal for help will come today. that's when the mayor will unveil a new plan to get cars for those who had theirs damaged or destroyed during the floods. the mayor will specifically ask for donations of cars today with a special emphasis on gifts from car dealers. testing of marin county smart trains on hold now because of a potential landslide in san rafael. the problem is near lincoln avenue. the agency says the recent rain has loosened soil on the hills of the tracks. now all the that soil has to be removed and now the work has been going on for the past three weeks and should be done by next week. smart says that it stopped testing trains in san rafael. the recent work is not expected to delay the start date. people living in downtown oakland are cleaning up again

after another tree came down. near the intersection of 19th and webster. a tree came down and hit several vehicles. the trunk and tree limbs did considerable damage to a pleasanton man's truck. >> this is the third one. the first one took out my buddy roy's el camino. and the second one went down in the middle of the night and now this one. >> saying the truck was only a material possession and that no one was hurt. >> well that's true. no one was in the truck at the time. 5:16 is the time. let's check back in with sal for a look at traffic at this hour. what's going on, sal? >> not too much pam and mike. traffic on 101 southbound the gilroy commute traffic is moving along nicely and continuing up into san jose. it is not a bad drive at all and

the south bay you can see all the freeways here when you see groen on the map here that means traffic is moving really well. getting up to highway 17 right through downtown san jose and this is a look at the bay bridge toll plaza. it is easy. we don't have a lot going on. usually about 5:30. right now it is still light. let's go over to steve and today's forecast. >> thank you, sal. >> you're welcome. >> good morning everybody. we have a little change here. what would that be, steve? that would be cloud cover coming in. we're really waiting on this system until about thursday to kick in. until then there's a lot of cloud coverage holding up those lows. those are mainly favoring areas to the north and pollen count continues to favor the trees.

ash, alber and juniper. i'm sure somebody at cal fire will tell us the grass is too tall we're nervous already. partly cloudy. mostly cloudy to the north. partly sunny to the south. 60s and 70s. you can see a lot of that cloud cover again. nothing organized. it's just kind of up here. overcast 47. open that rain faucet again. you'll be first before anybody else farther north definitely. this is really high base and there's not a lot to that. main impact though will be on thursday night into friday and that's when everybody will get in on it. 40s and 50s on the temperatures. concord buchanan 55. 40s for some over by the concord

pavilion it's 48 degrees. 47 black hawk. 50 walnut creek. and also ukiah and monterey a cool of 44. there's a lot out here but until we see that ridge of high pressure that will protect us today and tomorrow. might even bump up a degree or two on wednesday. then we'll start to get some of the colder air and that will start to usher in the rain. not until thursday night and for sure it looks like on friday. there are some projections of 3" or 4". 60s on the temps. a few 70s in the mix as well and overall temperatures stay about the same tomorrow under mostly cloudy skies. then we cloud it up. it looks like we're okay thursday morning. and then friday rain and wind. off and on saturday then we get a break and clear it out on

the department of homeland security has announced steps to

prevent h 1b. a number of tech companies are eli on the program but now homeland security says it plans to investigate and prosecute employers that overlook qualified american workers for those jobs. tesla opens trading this morning as the second largest american car manufacturer by market value. the bay area electric car maker is now at $48.7 billion surpassing ford's $45.6 billion. general motors remains in first at more than $51 billion in value. by delivering more than 25 cars in the first quarter of the year tesla's stock jumped 7% yesterday to more than $298 a share. but it's not all good news for the company. an auto technology study ranked ford and gm first and second when it comes to auto mated driving development. tesla did not even crack the top 10. the ride share company lyft is reaching out to people with

disabilities. announcing a collaboration with the national federation of the blind. it wants to make trips convenient and affordable for riders who are blind and use service animals to get around. a member of the national federation of the blind made a comment. >> and we look forward to providing constructive feedback to lyft under the agreement going forward. >> lyft drivers must allow blind riders to bring their service dogs in the vehicle. lyft says drivers who don't comply with the new rules may suffer immediate and perm nant. last night 701-65. -- 71-65. >> comes in.

mike mibach. >> first pitch at 5:30. >> it's a makeup game already. >> they're not playing friday or saturday. >> doesn't look like it. >> i love getting our personal forecast. >> we do have a lot of cloud cover coming in but everything's will be okay. maub a little rain farther north. we do have a little bit of cloud cover continuing to kind of roll in today. cloud cover's a leading edge of a big change for us. you can see that's really high based stuff kind of juicing up the atmosphere. to the south partly sunny. to the north mostly cloudy. bans of high clouds will continue to work their way in. on the peninsula there are some cooler temps here but i think these will start to go up as the cloud cover begins to move in. look for a mostly cloudy day north. and this cloud cover will continue to filter in today, tomorrow, then we'll start to see this system get a little bit

closer. as it does then the rain will begin to move in. 60s, 70s on the temps. still quiet or something on your screen? >> still quiet. you know, this spring break stuff i like it it it. we've seen the traffic kind of quiet. take a look at 80 westbound between vacaville and fairfield. does not look too bad. when we look at traffic on 80. usually we have a little more slow traffic here. we're looking at highway 24 through lafayette and that traffic is not bad driving up to the tunnel. and at the bay bridge toll plaza the metering lights went back on. nothing major before you make it on to the bridge. at 5:30 let's go back to the desk. governor brown's $52 billion transportation plan cleared the legislative senate. >> unless we get a significant

injection of money. >> the governor says the plan would be paid for by an increase in the state's gas tax as well as an increase in vehicle registration fees. supporters are now using television ads to pressure lawmakers. >> well we're doing over a million dollars campaign and we're trying to touch all demographics of california voters in every area and every language. >> not on this bill. what sways me is good policy and this bill has some good ideas but has a lot of shortcomings and isn't something i can support right now. >> the full senate is expected to take up the legislation on thursday. federal immigration authorities have detained a prostitute after she completed a jail sentence in connection with the detdz of a google executive. alex tickerman spent almost two years in prison. she was released last wednesday and taken into custody by

immigration agents. tookeman holds duel citizenship in the u.s. and canada. a vallejo man arrested last week in connection with a deadly shooting has been release bid police without being -- has been released by police without being charged. three innocent bystanders were shot. santos was initially booked on suspicion of murder and two counts of murder. anyone who has had their tires slashed in the last few days to give them a call. 22 people in neighborhoods along clayton road got their tires slashed. ktvu's paul chambers talked with one victim who hopes surveillance video will help find the person responsible. >> take a look at this surveillance video.

the owner of the vehicle believes the person in the video slashed his tires hours before he headed to work. >> start driving just a few feet down the road and see something's not right. >> concord police say between 9:00 saturday night and 7 sunday morning. an area that most say is fairly quiet. >> i looked at my truck and saw that i had a flat tire i was like oh, somebody was in the neighborhood sticking tires. >> his brother was also a victim with his truck and boat trailer tires being slashed. again, they were not alone. >> over at big o tires we found more people with the same story. >> one of his back tires was slashed. they popped or slashed both tires on the driver side.

hot line. many of the calls to the crisis line were rerouted to backup centers because of problems with the department's systems. that led to some veterans being put on hold. a former foreign policy advisor to donald trump's presidential campaign was targeted for recruitment as an intelligent source. according to court documents filed yesterday, russian agents trying to recruit carter page promising him favors for business opportunities in russia. page was hired by the trump campaign as a foreign policy advisor in march of last year but left in september because of reports of his involvement with russia. involved with president trump's campaign who was interviewed as are part of the investigation as possible ties between the trump campaign and russia. president trump did good on a campaign promise yesterday. he donated the first three

months of his salary to national parks. to interior secretary ryan zincy. a pancake eating contest took a tragic turn at a university in connecticut. a 20-year-old student died after he choked while eating five pancakes. nursing students rushed in to try to help. when first responders arrived at the scene they were unable to clear her airway. she was rushed to the hospital where she later died. >> you don't expect something like that. it was really sad to hear about that. >> the student was from new jersey she was a junior at the school. she was also a daughter of the port authority officer killed in the september 11th attacks. around noon when powerful waves flipped the boat over

the street of the 2018 winter olympics are under way and we already know who will not be there. the national hockey league says it will not stop its regular season games. the nhl says it's not worth disrupting its schedule. many nhl players have participated in the last five winter games and several current players say they still want to participate. and that could come down to a decision by their individual teams. the 2017 season begins with a w as the a's beat the angels on opening night. and also a pair of home runs

there have been no major problems in livermore. you can see things slow here. which is typical. it's nothing that's going to get your attention if you drive this way every day. you know it's going to be there. you can see a lot of green on the road sensors. this is a look at the east shore freeway. 21 minutes from carcinas bridge to the macarthur maze. metering lights went on at about 5:30 and now we have a pretty big backup here as you make it on to the bridge. at 5:45 let's bring steve on in. >> not expecting anything out of this coming in. maybe well to the north. but not for us here. farther north a lot of cloud cover. that will hold some of these high temps down from santa rosa, napa. you can see the cloud cover continuing to move in. again, anything that does fall is pretty high base here on the radar. i wouldn't be too concerned by it. cloud cover will continue to

all right. alder and juniper tree. partly to mostly cloudy. farther south you go. partly sunny and temperatures in the mid 70s for inland temps but i thil we'll take a couple degrees off those monday high temps. 40s as well starting to come up a little bit some of that cloud cover on the peninsula starting to build in. cloud cover will still be with us dpod and tomorrow. as it does that will fire the ridge of high pressure up. still on tap coming in for late thursday into friday. friday looks like the main rain day with some still lingering into saturday. then also into tomorrow we do get a little bump up here and the system offshore. thursday, the first system kind of washes out. there's not a lot here. could get a little driz. light rain late thursday afternoon and right into friday

morning that is going to be the bulk of the heaviest rain. 60s and 70s onour temps today under a vail of high clouds if you will and temperatures farther south i think a little bit more sunshine. 60s, 70s coast and bay. about the same tomorrow then rain on the way thursday night into friday you guys. >> thank you steve. well today is the deadline for bids on president trump's proposed border wall. the original deadline was last wednesday but u.s. customs and border protection gave an extension so they would have questions. some potential bidders are asking if they will be protected from attacks by people who don't want the border wall. the administration says between four and ten builders will selected to build prototypes of the border wall. allowing undocumented immigrants to obtain driver's license. a number of hit and run crashes

in california. that law took effect in january of 2015. more than 850,000 immigrants have obtained licenses since then. researchers say granting those licenses reduced the number of hit and runs in the state because immigrants involved in crashes were less likely to leave the scene out of fear of being arrested or deported. and the study found that has saved insured drivers an estimated (1) 700-0000 in insurance costs they would absorb from drivers fleeing conditions. over the next ten days the postal service will add a few services across the country. it's a service that allows people to get a glimpse of their mail even before it actually arrives in the mailbox. people can register with the postal service. they will receive in their e-mail black and white pictures of the front of the letters being delivered to them that day. it allows people to know what letters are coming and report
